I gather that Mr. Deane takes exception to the instruction given in that letter on the ground that he has no power under Ordinance No. 1862 & of 186... except for "breaches of discipline or neglect of duty", whereas the distinction seems simply that he is adjudicating uniformly for offenses of all kinds.
I am of opinion that Mr. Deane is correct in his contention. Had he no power to inflict punishment under the Ordinance or for offenses, which cannot be characterised breaches of discipline or neglect of duty.
